The constitution and bylaws of the church, ratified at our first business meeting by unanimous consensus of the founding members and later registered with the state, are the establishing documents of our church. They were carefully written and debated over (and modified) before they were finalized. Care was taken to provide an organizational structure which would meet not only the legal requirements of NC and the USA but also foster the practices of ethical Wiccans. Spiral Scouts The North Carolina Piedmont Church of Wicca is in the process of forming a circle with SpiralScouts International. SpiralScouts was created in 1999 as the Aquarian Tabernacle Church 's answer to mainstream scouting programs, such as those offered by the Boy Scouts, Girl Scouts, and Camp Fire groups. Our program was developed to be as inclusive as possible in all areas: it features coed groups and leaders and is nondiscriminatory in all regards (sexual orientation, religion, gender). The flexibility of the SpiralScouts program is a novel feature, allowing individual groups to determine the exact manner in which they will pursue their own unique goals. After word of the program spread, the ATC formalized SpiralScouts into an expanded program, offering its first charters in 2001. The program is now available to anyone, worldwide.
